There's a lot of volume passing through PEN today but it's not moved by much. There's a lot of buying, but equally there's also a lot of selling.
I wonder if the price is being capped to limit the VWAP and subsequent raise price. The measured move probably would have been to 9.9 today I agree.

Anyway, if you never held PEN before, I don't think you would be upset about getting in at these prices.
