They're definitely downplaying it. Maybe a lot of the buying has been insiders? trying to allow some further buying for some parties at cheap prices.
In the defence industry and especially where Australian Industry Content (AIC) is involved if the bid wins that you were in - you've 100% got the work! I've never seen anything else!
