My opinion only based on limited information but probably zero, the first plan was doomed to fail, grade too low, permitting incomplete and most likely insufficient water supply to the plant.
your point around the cost of exploration and dilution is correct but at the same time can't just sit an wait for an offer, need to be doing something and the results of the PFS or whatever it was last year were hardly compelling so needs a game changer, which I guess is what they are working on.
