The mine site itself is outside the district council area of Peterborough except for the rail hub, not much local councils can do to encourage or impede a project outside their boundary and the fact that rail will be used would be preferred by the council anyway. More of a SA State Government approval thing than local councils but given its more than 60km away from the CBD of Adelaide I don't think that the current state government would have too many issues with the project, unless there was some real local pastoral property owner resistance or issues at the mine site or affected by haul roads to the rail hub.
