As a recent SA councillor with a major project running an EIS whilst I was there, theoretically the council has no more say/input to the EIS outcome than any other group/person but in practice that is not so. We sought advice from the Dept planning managing the EIS about how we might be wasting our time to get a full and objective submission prepared (they are very very resource intensive) and were clearly advised that (in SA) the council input was given significant weighting - due to roads, housing, and social issues generally.
