I think it's clear Kazatomprom will have wellhead development issues in the lead into winter due to Covid delays.
There is no downside for them if they put things on continued slow down or hold. Price of uranium will double to above $60 pretty quickly.
While they have said they won't activate force majeure clauses they may reconsider. Best time to renegotiate a contract is a supply crisis outside of your control.
This will also motivate direct deals with producers on care and maintenance as other posters have suggested.
