We don't even know who was representing Jatcorp on the 3rd CIIE stand.
Its more likely IMO that the new director Mr Sun Xin and Wilton were instrumental in this deal.

"It is expected that Mr Sun will be of significant assistance in developing JAT’s business in China."
Sun Xin is apparently working for Jatcorp for free and creating win/wins for both suppliers and buyers.
Contacts within the huge China state owned company's are certainly valuable.
