You don't need a DFS to try to get funding, but try getting funding without one and see how you go. If one did manage to find anyone willing to fund a project without one the lender will have all the terms stacked in their favour.
For me LIT is a trading stock - I just don't believe anything AG says, but will buy and sell on his hyperbole that the market seems to respond to.
