I think they'd quite dramatically alienate their customer base if they did what you're suggesting.

At the moment its carrot - cost savings, efficiency gains, clean green image, jump before you're pushed. What you're proposing is stick.

Surely the outcome of carrot would be happy customers trying a few new things here and there, while PEH probably subsidise some of it but ultimately use their client base as a test pot for R&D - both parties help eachother succeed in new and interesting ways. While the outcome of stick would be a disgruntled client base who would go for minimum viable product to achieve compliance - who you would likely struggle to get any R&D or hand holding out of.
