In the May correction this year we got down to 9.65 - 9.70 as an intra day low. Pretty much as those levels now.
As a long term buy anything under $10 is good buying I reckon. Short term anything could happen.
Based on a few forecasts I have seen, at current prices they are on a FY07 pe of around 15 and FY08 pe of 12.5. Of course forecasts are just that - they could change
