They had no other option it seems as those flow rates are going to cap developed on Voyager, so I suppose the positive is they do have cash in the bank and try thier luck to get Galactica/Pegasus Project commercial, then come back to Voyager.
But timeframes are blown for this year. I can't see any gas to market this year, and I'd love to be proven wrong.
