If you are expecting or hoping for an improvement in recovery rates due to a slow but continual tinkering with the plant then you would want to save the higher grade ore for later and process the lower grade earlier. That way you recover the most Au/Ag in total over the life of the project.
As long as the company is not going under during this low grade phase it's a good thing to do imo.
