Now I'm not all that concerned with the Debt aspect (I mean if Lithium Americas can get a ~US$2.2B ATVM loan via US DoE on a very attractive terms, then I can't see VUL not getting debt financing on strictly commercial terms (they'll do better than that I'm sure given ECA support) and from a "project financing" risk management perspective things like the firm OTAs that have largely removed commodity price risk are juicy carrots for lenders).

The part that interests me the most is this part
"In parallel with the Project-level debt process, Vulcan is also launching the second phase of its Project-level equity financing process, having received significant interest from strategic and financial investors after a first due diligence phase, including from engineering and energy companies with whom Vulcan is expecting to build long term strategic partnerships as part of this Finance Process. The excitement continues to build."

I would so love to see (from an EU perspective) Total/Shell/BP come on board (or even Schlumberger or ABB). For the oil supermajors its a drop in the ocean of capital at their disposal. Exxon has made such investments in NA.
