I tend to think they wouldn't want to issue above the initial $1.5m just because of the rock bottom price, it would make sense to hold the remaining issue allowance for a better price.
Even a modest early uptake of the new watch should see us float up to the 20c range and then a possible contract announcement could punch it well beyond that.
