It's a notification to all landholders and government to drill the inlet/outlet wells, establish / construct the above ground plant, and actually start the gasification process, operate the plant and then decommission the entire show.

Landholders do have a dispute resolution process, however i ATLA have singed a land access agreement over a year ago, and the PCD site has been surveyed for cultural heritage items. I dont know what rights Alinta have over the area, but couldn't think it would be an issue for them.

The government bodies will still have some criteria upon which they rubber stamp their side - i.e. is the equipment fit for purpose, do LCK have adequate emergency plans and so on. Im sure LCK would have much of this documentation ready to go, may already be with DPC.
