In regards to a CR for the quarry compensation, I dont think this is necessary. There are several options here; Issue some shares to the owner with a cash component or negotiate a deal such that compensation is paid for use of the quarry until it can be drilled and the value determined. Should NIS want to take ownership upon drilling success, then as pre negotiated pay X dollars + shares for the quarry. If we dont hit at the quarry then hand it back to the quarry owner and move on. It is probably a better scenario for NIS and the quarry owner and reduces some of the risk for over paying for the quarry when the value is not yet understood. Just some thoughts....
