    The independent assay is not unusual - but it's not necessarily on behalf of the lab as such. What often happens in these cases (i.e. where you have toll treatment, or one party mining ore and another party processing it) is that both sides will arrange their own assays, and then depending on what those separate results look like, a third 'independent' set of assays will be obtained and final payment will be made on the independent (or 'umpire') assays. The assays will almost never be identical, which is why you need the independent testing. So in this case, CDB probably told the plant what they expected the grade to be, the lab have tested it with their own gear (AAS), and now an independent test is being done for final payment. Not to defend CDB in general, but that is fairly typical (and sensible).
