Large renumeration should be based on performance, it should be "average renumeration with the potential to receive more" if you actually achieve something and the company actually performs.
Giving large renumeration packages "up front" does not guarantee you get someone who will perform, in my humble experience I have met many Executive Managers with "experience" that are considered to be "successful" and they have achieved nothing in their careers except maintain the "status quo".
