perhaps there are rules that require them to convert the bond at close or near market price, and the best they can do at current market price is 14 cents.
regardless, they were prepare to pay 24 cents per share. Being a vulture fund, if they are prepare to pay 24 cents per share. it means, the share is worth much much more.
