i did ask that question and the response was critical permits would not be granted and the government insisted on the new mining code, the issues with the transfer were settled with the 60M payment, re arbitration it was decided as not pursing due to having a stranded asset and the JV partner having already spent money on construction it was considered better to get it running but yeah...
