The statement simply isn't true as have mentioned in the past , but having said that it is a specialized skill set. There are companies the like of GR Engineering , Ausenco , Sedgman , etc., who do this every day of the week . These companies have an office in Perth and are well capable of designing and managing this project well.

Time to stop thinking cheap , before it becomes very expensive !

Quite frankly , my personal opinion is that I would be having one of them do the audit on the current state of affairs and the previous DFS and get this back on track . They all have been around for many decades with lots of expertise and depth of experience.

Not a free plug , but it's time to get the right people on board this project and stop kidding yourselves !!!
