This is effectively a share buy-back. It might be in preparations for a SPP further down the road.
It's a smart move and good for share price robustification for continuing holders but kind of an annoyance for small share holders who have to opt-out (most individual traders would have positions around $500 and might be caught up in this). At least less sell pressure since the small end of town is where the recent volatility we see largely come from.
