you are not making sense. The last paragraph above answers your question. They are "conducting additional independent reviews"! They couldn't possibly have answers for SE2&3 at this early stage - no way!
The guts of what went wrong at SE2&3 may never really be known..... And to expect answers at this point is completely unrealistic. "Independent reviews" means getting in expert external advice - that takes time!
