It's not worthless but it also makes no sense for a price-per-action based service anyway.
If you're getting a certain amount of money for things actually bought, why do you need to guard against fraudulent traffic? because you aren't getting paid for traffic, you're getting paid for sales.
It seems strange that revenue would go so far down through this also, unless their price per action went up which reduced demand.
