It's only a Letter of Intent (which is probably slightly stronger than a Memorandum of Understanding), BUT it is a step in the right direction, is good news for those holding, and should help attract attention from those not holding, and most importantly, from other potential off-take partners who may now worry that they could risk missing the boat, if they don't move to lock in a commitment to take some AVL output.
