I do not know why you are against government involvement, or maybe you are just wary of it. When a government is behind an undertaking it is much like a golden ticket to Willy Wonka's chocolate factory, the rivers of goodness overflow!
Governments are notorious for instituting market bubbles when they choose to support a certain sector, and this is an early sign of it. We may see HAS pumped and dumped like a sugar laden teenager on the hype train before he inevitably falls into the fructose hangover. If the public catches wind of government support for this project, hold onto your hats, because the rollercoaster ride will be into outer space!
