I'm for modest government involvement behind sufficient private risk finance and equity investment that governments don't have to bother trying to pick winners. If a soft $220M loan from NAIF isn;t sufficient to encourage private HAS funding to top up the difference, red flag something's wrong and maybe don;t risk taxpayers $220M... let alone more.
