An "agreement" (without conditions) isn't necessarily an "unconditional contract".
For example an "agreement" can be a MOU (without conditions), and would still require final contracts to be drawn up and signed at a later date.
As the announcement used the term "agreement", I'm guessing contracts have not been finalized.
I use MOU myself prior to getting a commercial lease drawn up and signed, and I'm sure others use them or something similar to spell out the initial agreement while the contracts are drawn up.
