The value of options are calculated based on time and intrinsic value. While the intrinsic value of these options is currently zero, there is significant time value. It's effectively a gift from management, as they'll probably trade around 0.05c on the market.
The benefit of this to management, apart from issuing themselves and their capital raise partners a bunch of virtually free options, is that in a few years time if the options are in the money they will have a big capital injection when the options are converted.
