*company selling valuable high priced contracts
*company doing a CR and further diluting shareholders
*company still requires more cash.
*share price continues to stay around record lows
S232 was supposed to be a major catalyst, but disappointed and PEN dropped over 30%.
can we be sure that the NFWG will be a major catalyst? or will it disappoint again? i don't know, all i'm asking is how can one be so sure it's a positive result? just asking.. not downramping.

PEN will not hit $1 any time soon.
