That really is normal for cos at this end of the market. I have had a stake in other cos and they ensure they have this approval to maintain the ability to raise funds quickly without having to go through the approval process.
It does NOT follow that they want to issue more shares. It is the facility to do so that they want approved, like other diggers and drillers.
