Yes. A low issue price. But it's being offered to holders first. The under writers will only be able to claim whatever shares are left on the table.
I don't think the co had much choice. They need the cash to make progress and under the guidance of the new cornerstone investors I think they will take IMC to the next level. Hopefully the cash will be used by management to add value for shareholders - I believe it will.
