Two things stand out. Firstly the review of operations seems like an effort to shore up defences against a takeover. Secondly, given ARA is increasing its stake the chances of a bid coming looks all the more likely. $1.30 bid ( cash) might be successful, but I would hope for above that at $1.40 plus which would undoubtedly in my mind be successful. .
