Personally I am not too critical about the decision for dividends. While you have quite rightly pointed out some people will feel the impact of the dividend absence, in light of what the rest of the market is doing I think this was a prudent step.

API can sit back and watch what happens - if the market stabilises sooner then there's nothing stopping API from declaring a dividend before October anyway. I think its better to hold cash now rather than deliver a dividend and then go to the market for more funding (which a lot of other companies are doing).
