Not quite. The "free offer" talks about being resident in Australia or New Zealand.
The "offer" is open to all people with a registered address in Australia or New Zealand.
Citizenship does not come into it. Technically where you actually are, physically, does not come into it either.
I would guess that if your shares are held on the registry with an Australian or New Zealand address you will get to partake in everything.
I would guess some Australian brokers hold shares for overseas clients.
