Well this is the point - the company has posted an AGM date and advised of the opportunity to ask questions including or especially about the contents of the annual report - so shareholders have an opportunity to ask some very good ones.
In my opinion it is actually less important which particular shareholder asks questions as that very good questions do get asked on record and then answered on record.
I agree with you that its very likely KPIs were paid for milestones in MEND but when that isn't explicitly stated it can still be a good question to ask at the AGM - simply "Were cash payments made for KPIs relating to milestones in MEND?" is in my opinion a good diagnostic, set the framework for others, question.
