At this stage, they have no way of validating an etch outside of taking it all the way through to a platform lot.

So, they either develop a shorter process that allows them to test the etch without building a megabit chip (essentially design a new development and validation process) or, they develop a whole range of etch solutions (say up to 23, one per wafer in a lot) and do a PL with 23 unique etch solutions and hopefully get one that comes through. Once you have 1 that works, you do a full platform lot with that single etch.

So that's at least 2 years to get to a completed platform lot - more money required.
