The reason for my guess is that NC would have not called for the Q reporting and conference call if the timing of the TOL is not known to him. Why should he report on July 31 and face all the criticism if he could defer the reporting to later date when he has better chances of getting the TOL by then? I don't think he HAS to report by July 31. He can defer it to ,say, August 31 or even later. I think that he received a credible message from AELB that the TOL will be given before July 31. Obviously, he can not reveal his knowledge now because it might ruin the whole TOL processing.
So, I put my money (literally I already put my money) on TOL before July 31 call.
