There's a difference between chance of technical success and chance of commercial success. If the BPT well strikes gas there's a very high chance it will be commercial, because it's conventional gas and easily tied in without the need to dewater.
STX has already struck gas, but it's been two years of trying and we still have no confirmation it will be commercial. The government, looking at the two projects, would be thinking BPT is the better bet IMO. It's a safer bet of a small volume, while STX is a riskier bet of a large volume.
