Hello trickster. KPMG's report apoeara to imply that no other entity came forward with a proposal to restructure the debt or recapitalise the company. Maybe all the previous negotiations fell short due to lack of interest. Seems to me, KPMG offered PDN for slaughter but there were no takers. Just my interpretation of the report. Cheers.
