Quote from the letter - "As a shareholder in TNG, I encourage you to ensure that your vote is received ..."
In fact this can be read either way (and I suspect that is deliberate so as to not draw attention to the possibility he believes TNG is not worth investing in), as follows:
1) (I) as a shareholder in TNG encourage you to ensure ....; or
2) (you) as a shareholder, I encourage to ensure ....
