I don't think is average, some times you have to push back on other things wrong with the business.. nothing they have acquired over the last few years has increased the share price, I have no reason to expect this will.
Address the share price issue first, which is certainly not hard, buy back first and than possible consolidation which I'm 50/50 on, with that I would have voted yes for this.
