    Yes, I think they should be held accountable.

    Note that they use the suggestion of "voluntary administration". First acknowledgement that they are in financial strife that I can recall despite them being in trouble for the last few years.

    This desperate effort to get some cash will only serve to prolong the salaries of the BD for six months and it won't help the company.

    The raise attempt is likely to fail and that leaves holders with a stark choice. Stay in until the bitter end or salvage what you can from their holdings.
