I understand the point you are trying to make. You can control the environment with indoor grows. Yes I get this, however this comes at a huge cost, talking about 10 times the cost of outdoor grows. So if you can successfully grow outdoors (which 100s of companies are doing for years at this point ) its a huge cost saving for producing the SAME standard product. Yes Ill give you outdoors is more risky, but these risks can be mitigated.
