To me, if anything, it looks like just a one off sale. With the omission of who it's going to and it's purpose, there's nothing more to it. As always, you have to take into consideration how AGY present their announcements. Vagueness generally means there's not much going on. On the other hand, if it were with a tier 1 (even if the purchaser wanted their name not published), JZ wouldn't have missed the opportunity to at least state the words 'tier 1', or for what purpose being qualification or testing.

That's not to say the purchaser perhaps didn't disclose their use-case to AGY, but highly unlikely.

So before any 'strategic sale', it seems more so a sale to get some money rolling in to reduce the coming CR a little / needing to get rid of stockpile that's been sitting there / wanting to "show" that they can sell some of their product / all of the above. Take your pick or add your guess, because that's all it is right now. Although some guesses have a higher likelihood with the information we have.
