I'm not familar with Chalice, but i do know its very common.
Hell, I had 3 operating mines on a farm I worked on, they would always bend over backwards to keep us happy.
Land owners own the property, miners the mineral rights.
The last thing a miner wants is to be tied up in any sort of dispute so it's often a case of "name your price".
If a handful of small dwellings and occupants are too expensive to move then it's not an economical deposit.
