Upon watching this again I am thinking this is more likely a sales pitch for regional/jurastiction partners.
if 2 years is the deadline to have HX ready for mass production then it would make sense that FBR is now ready to begin inking deals locally & abroad with various entities.
2 years to lay down business infrastructure in different municipalities sounds about right.
