Liebherr will manufacture them and likely provide technical support as they do with other machines. They lease and sell machines and offer services.
FBR won't need to buy or lease them but a WaaS/OEM/Private partner can.
FBR can stick to R&D for new products.
Like plane engines and sea containers there is many options on the table including private investors who may wish to lease out.
I think the answer is open with many options to suit varying conditions. This doesn't shift away from WaaS just provides options for investment.
