The way I read the announcement was that the JV applied to start the drills but is being held up by NOPTA not giving the go ahead just yet, Many reasons that this could happen but I would guess they need Barilaro Bruz's appproval. JB has his hands full of covid right now and KP doesn't want to throw him under the bus with all this pressure. JB has his political career on the line right now and the last thing he wants more people crying foul.
