Well it's the level of qualifiers they use, it MAY reduce CAPEX by UP TO 10%.. I mean I'd rather they be honest and conservative vs the old days but the CAPEX was nearly 50% higher than Eramet, so a 10% reduction if they can get that much is still hundreds of millions more than a nearby competitor doing the same exact thing and Eramet aren't run by a bunch of clowns who waste 20m a quarter on corporate expenses when they'll have no income for 4 years minimum
